Counseling Service of Addison County Announces New Executive Director, Taylor Morley

Middlebury, VT – [November 3rd, 2025] — Counseling Service of Addison County (CSAC) is pleased to announce the appointment of Taylor Morley as its new Executive Director, effective January 2026. Morley succeeds Rachel Lee, who has served in the role since 2019 and will continue to support the organization through the transition.
Morley brings extensive experience in health care leadership, system transformation, and community-based behavioral health. She has built a reputation for leading organizations through complex change while maintaining a deep commitment to mission, equity, and workforce well-being. Most recently, Morley served as Chief Operating Officer and General Counsel for Victory Programs, Inc. in Boston, MA.
“I am truly honored to join CSAC as its next Executive Director,” said Morley. “CSAC provides critical support for so many community members, and I am thrilled to join a team doing this life-saving work. I have a profound appreciation for the entire CSAC team as they demonstrate their unwavering commitment to providing personalized care while navigating an ever-changing landscape. It is my sincerest hope that as we navigate these challenges together, we will continue to act boldly to support our community while preserving that which makes CSAC special.”
Founded in 1959, CSAC is Addison County’s designated mental health and developmental services agency, serving nearly 2,000 individuals annually. The agency provides a full continuum of services including mental health, youth and family services, substance use, and developmental supports as well as crisis response and school-based services.
Board President Jon Crystal shared, “We are excited to welcome Taylor to CSAC. Her leadership experience, collaborative spirit, and commitment to innovation make her the right person to guide CSAC into its next chapter. Taylor understands both the challenges and the opportunities facing mental health, developmental and substance use services and is deeply aligned with our mission to grow compassionate and resilient communities that honor everyone’s full potential.”
Morley’s appointment follows a national search led by CSAC’s Board of Directors with input from staff, clients, and community partners. The Board expressed gratitude to outgoing Executive Director Rachel Lee for her years of dedicated leadership, during which CSAC weathered a world-wide pandemic, strengthened its financial footing, deepened community partnerships, grew services, and stabilized staffing.
